Full-Day Debate is Underway

 

April 8, 2011, Lincoln— More than 700 legislative bills and resolutions, and proposed constitutional amendments were introduced in the Nebraska Legislature this year. From January through mid-March, senators divided their time between floor debate in the morning and public hearings before legislative committees in the afternoon.

The committee hearings concluded, and full-day debate on the legislative floor began a few weeks ago. Now that the 2011 legislative session has passed the half-way point, all of the most important issues are coming into sharper focus. Find

 

ing over $900 million in spending cuts will undoubtedly be the legislature’s greatest challenge this year. It will require the collective efforts of all 49 senators to arrive at sensible decisions to keep state government working for Nebraskans in more efficient and effective ways.

The Appropriations Committee will move the budget bills

 

to the floor later this month. Debate on these bills will begin immediately and continue into May. In May the legislature will also take up redistricting – a process whereby legislative and congressional districts will be redrawn to reflect population figures from the 2010 U.S. Census. A committee of nine senators was appointed to develop a redistricting plan that will be presented to the entire body for deliberation and a final decision. Similar processes will occur in every state in the country. In the meantime the daily agenda directs debate on the 2011 priority bills.

As we have discussed in previous columns, every year senators, committees and the speaker of the legislature can give priority designation to legislative bills. Each senator is allowed to select one bill, and each standing committee may designate two of the bills which were referenced to it for a public hearing. The Legislature’s Executive Board and the special Performance Audit Committee are also allowed to earmark priority proposals. The speaker may select up to 25 additional bills as his priorities. The special priority status increases the chance that these bills will be scheduled for debate by the full legislature.

h legislative day. This year the 45th day fell on March 14th.  To increase the opportunity for most, if not all, of the priority bills to be scheduled for debate, Speaker Mike Flood allowed priority designations to be announced as early as January 24 - the 13th day of the session. Before the end of February, five of the senator and committee priority bills had already been scheduled for the first and second rounds of debate. During early March more priorities were identified and debated. When the designation deadline arrived, 103 proposals had been identified as priorities for 2011.

The subjects of the 2011 priority bills are as diverse as the senators and committees who selected them on behalf of their constituents and legislative districts, state agencies and political subdivisions, and the numerous organizations that advocate for the needs of special populations throughout the state. Every day we debate and act on issues which range from allowing a surcharge to be implemented to cover the travel expenses of Nebraska’s livestock brand inspectors, to changing provisions related to the practice of optometry  and the highly technical provisions of the bill to allocate state aid to schools for the next fiscal year.

 


When my first term in the legislature began in 2007, I was told to consider proponent and opponent testimony at public hearings, listen to floor debate, and consider the changes that can alter the original intent of a bill, before taking a position on most legislation. This was some of the best advice I ever received. I still try to heed it every day.

Annie Auditions


The Lofte Community Theatre will be holding auditions for its summer musical, "Annie" at 2pm and 7pm on Sunday, May 8, and 7pm on Monday, May 9.  There are six roles available for girls ages 7-13.  It is suggested that children come to the Sunday afternoon audition session.  There are roles for eight men and eight women of various ages.  A complete cast list can be found on the Lofte website, www.Lofte.com.

The production will be directed by Kevin Colbert.  Those who audition should bring a prepared song of no more than one minute in length.  An accompanist is provided.  Dress comfortably and wear appropriate shoes for dancing.  If necessary, callbacks will be held between May 10 and May 12.  Rehearsals will begin as early as June 6.  Production dates for the play are July 22-August 7.

They have been selected as Louisville’s 2011 Nebraska Cornhusker Boys’ and Girls’ State representatives. 

Girls State is a nationwide program sponsored by the American Legion Auxiliary. Boys State is a nationwide program sponsored by the American Legion. Each year more than 400 girls and 400 boys from throughout the state are offered the opportunity to be active participants in structured role-playing that emphasises our Democratic form of government. The selection process is difficult and only the most qualified high school juniors are selected to participate. The students selected have demonstrated an interest in learning government and are leaders in their high schools. Both Girls State and Boys State will be conducted at the University of Nebraska-Lincoln in June.

Abigail is the daughter of Patrick and Shelly Smith of Manley. She is active in many school organizations including Family Community Career Leaders of America, wrestling team manager, Foreign Language Club, Drama Club, One-Act Play, All School Play, and L-Club. Abby has participated in softball, cheerleading, band and chorus. In the community she is active in Fellowship of Christian Athletes, Catholic Youth Organisation, Weekend of Champions and just returned from a week long educational trip to Washington DC with a local Close-Up Group.

Steihl is the son of Mel and Melanie Reeves of Louisville. He is active in many school organizations including Student Council, Skills USA, and L-Club. Steihl has participated in Football, Wrestling, Track, Chorus, Show Choir, Band, and Jazz Band. In the community he is active in the Nebraska Leadership Seminar, Fellowship of Christian Athletes and State Student Council. Steihl served on the interview committee for Louisville School's new Superintendent and recently attended the Pinnacle Bank/Midland University High School Leaders Award Luncheon.
