Daylight Saving Time Begins Sunday, March 11
This weekend is the official time to "spring forward" in 2012.
The upcoming weekend is the official switch back to Daylight Saving Time, so don't forget to "spring forward." At 2 a.m. Sunday, March 11, the time will be moved forward by one hour. This year Daylight Saving Time will run from March 11 until Nov. 4.
Fire departments use the changeover twice a year to remind everyone to use the occasion to check smoke detector batteries.
So don’t forget Saturday night before you turn in for the night to set your clocks forward one hour – and to check the batteries on your smoke detector.

The B.U.I.L.D. sponsored LOUISVILLE OUTSTANDING VOLUNTEER dinner will be held on Tuesday, April 10h at the Louisville Art Gallery at 6:00PM. The awards presented at this fourth annual dinner will honor individuals who volunteer their time for our community and get very little recognition - sometimes because only a few people are aware of their contribution. This event will give a voice to those who know and wish to thank that special volunteer. Decide which category fits and nominate him/her for that one. Everyone interested in attending the dinner may purchase the $10 ticket at the city office.
The menu is a choice of beef or chicken prepared by our fabulous Main Street Café. Nomination forms will be available at the city office, Louisville school offices or on the Louisville website….louisvillenebraska.com under “COMMUNITY”. They must be submitted on line or to the city office by Tuesday, March 27th. Nominees will be notified in advance so family members and friends will have time to purchase tickets if they wish to attend.
The award categories are as follows:
The Unsung Hero: This person has silently volunteered their time to perform an act that has helped our community or individual in our community.
The Lifetime Achievement Award: This person has been in our community for a majority of their lifetime and has contributed throughout their life to making Louisville a great place to live.
Outstanding School Volunteer: This person volunteers countless hours to our school and helps make the school a better place for teachers and students alike.
Business Person of the Year: The person owns or works at a business in Louisville and through that business encourages Louisville volunteerism and community growth.
L.O.V. Award – This is an all encompassing award that should go to a person that volunteers for numerous activities and is that person you can always count on to never say NO when you need someone to help out.

Irish Music
Greenblatt & Seay's Schoolhouse Performance Series features a concert of Irish music on Sunday, March 11, at 2:30 PM. Greenblatt & Seay & Friends will be singing and playing a variety of instruments, including fiddle, pennywhistle, guitar, hammered dulcimer, and banjo. Traditional Irish tunes will be featured, along with some Greenblatt & Seay originals inspired by the great Irish traditions.
Greenblatt & Seay have been playing and singing together since the night they met, decades ago. Their performance on March 11 will include the championship fiddling styles of Deborah Greenblatt, and the fancy whistle-playing of David Seay.
The concert will be followed by light refreshments, and a chance to chat and even jam with the performers. Avoca is in southern Cass County, Nebraska, on the 13 C Spur, one mile south of Highway 34. Admission is $10.00 for adults, $5.00 for students & seniors, and $1.00 for children. Annual Pinewood Derby
March 17th, 2012
Ken Marshall is the Committee Chairman for Cub Scout Pack 353 here in Louisville. The annual Pinewood Derby will be held in the elementary school gym on March 17th. One of the things he wanted to do this year was to involve more of the community than just the scouts. He says “It’s a lot of fun but he thinks he can make it even better”. It’s essentially a car race with wooden cars made from kits provided to the boys or purchased at craft stores, scout shop, etc. It’s a gravity race so they start high and roll down hill. For the boys there are chances to progress all the way to a national race. The rules are pretty strict for them. He has invited any business that wants to participate in the race to build a car of their design and choosing, and race them. There are rules to follow which he has provided. But, anything goes as far as design, etc. They can provide a kit at cost for us. It’s free to the businesses who want to come play. The boys (actually their dads) really get into the design and make some really neat cars.

Kitchen Witches Opens at Mahoney
Ashland, NE [February 21, 2012] - KBC Productions will be opening its spring production of "The Kitchen Witches" at Mahoney State Park's Kountze Theater on Saturday, March 10. Isobel and Dolly are two middle-aged cable TV cooking show hostesses who have hated each other for years. When circumstances put them together on the same TV show, the insults are flung harder than the food!
Starring in the production as the two feisty food flingers are Shari Hoelker of Omaha and Melinda Mead of Plattsmouth. Cory Misek of Lincoln plays Dolly's long-suffering son. Marikita Saure of Lincoln is also in the show. The play is directed by Kevin Colbert.
Show dates for the production are March 10, 11, 16-18, 23-25, 30, 31, April 1, 7, 13-15, 20 and 22. Curtain time is 7:30pm on Fridays and Saturdays. Sunday performances are 2pm matinees. Tickets are $10 for adults and $8 for children. Please call (402)944-2523 ext 7122 for reservations.
KBC productions also noted that the "Mahoney Grill" is now open. The park's restaurant is under new management with a new menu. Those that attend the shows will now have the opportunity to try the new fare before or after the play.

For Immediate Release: Co-Introduction Lends Support to Legislative Proposals
March 2, 2012, Lincoln— In addition to the six bills I personally introduced this year, I am a co-introducer for 21 other proposals. By “signing-on” to a bill introduced by another senator or a committee, a co-introducer makes it known that he or she supports the bill. A co-introducer may initiate the process of adding his or her name to the bill. The bill’s primary introducer can also seek support from co-introducers to demonstrate the bill’s strength, even before it has a public hearing or is scheduled for floor debate. The legislature's rules require bills introduced by committees to be signed by a majority of the committee members. Eight of the bills, on which my name appears, were offered by committees on which I serve. Thirteen of the bills, to which I added my name, were introduced by other senators, and I chose to lend support to the proposals.
I added my name to LB 926 by Senator Annette Dubas. This proposal would require a minimum base rate for foster care payments to bring Nebraska's payments in line with the rest of the country, lessen the attrition of foster parents in Nebraska and provide more stable care to foster children in this state. After privatization of foster care services was instituted in 2009, payments for the care of state wards fluctuated dramatically. The bill would respond to this situation by requiring a base pay rate for foster parents. LB 926 was amended into one of the five child welfare reform bills that moved through the first round of floor debate this week. The amended version of the bill would require the Department of Health and Human Services to convene a Foster Care Reimbursement Rate Committee to develop a statewide standard reimbursement rate structure. It would also create temporary compensation increases by adding an additional stipend of $3.10 per day per child from July 1, 2012 though June 30, 2013, or until the Rate Committee completes its duties.
I am a co-introducer of LB 903 – a bill by District 45 Senator Abbie Cornett. This proposal would exempt sports events or leagues for youth under 19 from sales taxes. LB 903 was introduced in response to a decision last fall by the Department of Revenue to tax youth sports participation. The original provisions of LB 903 were amended into the Revenue Committee's priority bill LB 727, which was advanced from General File this week. Before the bill was moved, the tax exemption was amended to include sports participants who are 19 or older when they play in statewide, multisports events.
The recent issuing of contracts by the Department of Health and Human Services for child welfare privatization without verification of the cost for services led to the introduction of LB 765. I co-introduced the bill. LB 765 would require the department to conduct a cost-benefit analysis of any contracts valued at $25 million or more with providers of medical, behavioral or developmental services, and child care or child welfare services. LB 765 would add an important safeguard when state funds are awarded for social service contracts.
LB 990, a bill by Lincoln Senator Tony Fulton, includes my name as a co-introducer. This bill would require the display of Nebraska's state flag and the United States flag in all public school classrooms by the beginning of the 2012-13 school year. It would also require the leading of all students, who choose to participate, in the recitation of the Pledge of Allegiance every day that school is in session. The fiscal impact of LB 990 would result from the costs associated with the purchase and maintenance of flags by all public K-12 and post secondary educational institutions. These costs may be a factor in whether or not LB 990 is advanced for debate this year.
