A regular meeting of the City Council of the City of Louisville was held on Wednesday, November 14, 2018, at 7:00 p.m. at the City Hall. Present were Mayor Roger Behrns, Council Members Jerry McClun, Randy Jensen, Paula Simonson and Rod Petersen. Also present were City Attorney Roger Johnson and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.

Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.

Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. Jensen moves, Simonson seconds to approve the consent agenda. Motion carried by unanimous roll call vote.

Mayor Behrns announced that the public hearing to consider support, opposition, criticism, suggestions or observations relating to whether the proposed redevelopment plan for real estate consisting of approximately 10 acres located in the SW1/4 SE1/4 of 22-12-11, within the City of Louisville, Cass County, Nebraska has been canceled as the developer has withdrawn the plan.

Mayor Behrns opened the public hearing at 7:04 p.m. to consider revision of zoning ordinance sections 7.02 regarding Off-Street Parking Requirements and 5.08.02 R-2 Multi-Family Residential District permitted uses. No public comment was made. Mayor Behrns closed the hearing at 7:05 p.m.

Mayor Behrns welcomed the Boy and Cub Scouts to the meeting and stated he’d visited with them before the meeting.

Rod Petersen reported for the Care Center. The international nurse received her license.

Jennifer Serkiz gave a quarterly report for the Cass County Nebraska Economic Development Council (CCNEDC); ongoing projects, two-year strategic plan, new website and LOIS system. The annual meeting will be January 16, 2019 and more information will follow.

Petersen moves, Jensen seconds to approve the annual investment request from CCNEDC in the amount of $5,000 to be paid from the Economic Development fund. Motion carried by unanimous roll call vote.

Dave Wedekind was not in attendance to discuss future development options with the city council.

McClun moves, Petersen seconds to hire Tyler Groves as a full-time maintenance employee with a six month probation period for pension as stated in the personnel handbook and with a prorated uniform allowance. Motion carried by unanimous roll call vote.

Jensen moves, Simonson seconds to approve Maintenance Agreement No. 55 with NDOT for January 1, 2019 through December 31, 1029. Motion carried by unanimous roll call vote.

Petersen moves, Jensen seconds to approve the Certificate of Compliance of Maintenance Agreement No. 55 with NDOT. Motion carried by unanimous roll call vote.

The turn-around at the end of Southridge Dr. was briefly discussed.

No new information on the garage in street at 6th and Elm.

Preston Derby reported for street, water and sewer.

A sheriff’s report was circulated. There were no reports for the fire and rescue departments.

An internal audit control of invoices was conducted.

McClun moves, Jensen seconds to introduce by title only and suspend the three required statutory readings of Ordinance #980; zoning regulation changes regarding off-street parking and multi-family residential district permitted uses. Motion carried by unanimous roll call vote. Jensen moves, Simonson seconds to adopt by title only Ordinance #980. Motion carried by unanimous roll call vote.

Simonson moves, McClun seconds to adjourn the meeting at 7:32 p.m. Motion carried by unanimous roll call vote.
